Public Safety is the subject of a meeting between the heads of the Three Powers

Establish a plan of actions in favor of the area of public security in the country and that involve the Executive, Legislative and Judicial branches in all spheres of government. This was the objective of a meeting held this friday in the Itamaraty Palace, between the president of the Republic, Michel Temer, The Chief Justice of the Brazilian Federal Supreme Court (STF), Carmen Lúcia, the president of the Chamber of deputies, Rodrigo Maia ( DEM / RJ), and President of The Federal Senate, Renan Calheiros (PMDB / AL).

The meeting was attended by Justice Ministers Alexandre de Moraes, Defense, Raul Jungmann, Foreign Affairs, José Serra, Institutional Relations, Sérgio Etchegoyen, and the General Commanders of the Navy, the Army and of the Aeronautics. Also present were the Federal Attorney General Rodrigo Janot, the President of the Federal Council of the Brazilian Bar Association, Claudio Lamachia, and the Federal Police Director, Leandro Daiello.

At the end of the meeting, the Presidency of the Republic issued the following note:

"The President of the Republic, Michel Temer, met on October 28, 2016 at the Itamaraty Palace in Brasilia; the President of the Federal Senate, Renan Calheiros; The President of the Chamber of Deputies, Rodrigo Maia; the President of the Supreme Court, Justice Carmen Lúcia; the Federal Attorney General, Rodrigo Janot; and the President of the Federal Council of the Bar Association of Brazil, Claudio Lamachia; as well as Ministers of State, commanders of the Armed Forces and the Director of the Federal Police Department, with the objective of discussing ideas and seeking joint solutions to the challenges facing public security in Brazil.

During the meeting, participants celebrated the election of Brazil to the United Nations Human Rights Council. During the meeting, the highest authorities of the Republic shared their diagnoses and expressed that the treatment of the serious challenges in the area of public security is an urgent matter and a central question of citizenship.


Violence, which affects all, punishes, in particular, those who most need the attention of the State. We must respond, promptly and effectively, to the demands of the brazilian people for concrete improvements in this issue. To this end, the authorities present agreed on the need to promote the integration of the actions carried out in the various spheres of public power to effectively combat organized crime, in strict respect of the fundamental freedoms and guarantees, as well as the competences established by the Constitution for the members of the Federation.

There was convergence of views on some causes of the security framework. An examination of the situation reveals the complexity and multidimensional nature of the challenges, which are characterized by deficiencies in the prison system and the need to strengthen the capacity of the State to combat the problems that are observed on a daily basis. This framework also includes the elaboration and execution of measures in the area of public security in an episodic way, often disconnected from a systemic view that allows the integration between actions performed by other organs of the public power.

The coordination and integration of these efforts will thus allow the necessary optimization of the financial, material and human resources used by the three powers in confronting crime. The National Force, just to exemplify, will, over time, have more than 7 thousand men.

In this perspective, the authorities examined a proposal for federative cooperation in public security and penitentiary system prepared by the Ministry of Justice and Citizenship based on extensive discussions with representatives of the branches of government and civil society, as well as decisions of the STF, Attorney General's Office and Legislative.

The proposal presented, with the addition of this meeting, is guided by three priority axes, namely: (i) the reduction of intentional homicides and violence against women; (Ii) rationalization and modernization of the penitentiary system; and (iii) strengthening of borders in the fight against transnational crimes, in particular drug trafficking, arms trafficking, smuggling and human trafficking.

The President of the Federal Senate Renan Calheiros has said he will take investigative action in the light of information that criminal organizations would have financed campaigns in the municipal elections.

The President of the STF has registered that the Supreme Court has already determined the immediate use of funds from the Penitentiary Fund for the improvement and construction of penitentiaries in the country, which will be done.

It was finally agreed that the authorities will meet again periodically to give practical and concrete sequence to the implementation and continuation of the measures exemplified here and to the set of initiatives that will be under the responsibility of working groups to be constituted with mandates and deadlines."
