Justice Cármen Lúcia meets with Chief Justices of Courts of Appeal and presents new prison monitoring system

The president of the National Justice Council (CNJ) and the Chief Justice of the Brazilian Federal Supreme Court (STF), Cármen Lúcia, presented on Friday (4) the project of the new National Prison Monitoring Database (BNMP 2.0) to the entire country’s President Judges of Courts of Appeal.

The online platform, which is to be tested by the end of the month in Roraima and Santa Catarina States, will have accurate and up-to-date information on the Brazilian prison population.

In the meeting, held in the Supreme Court Chief Justice’s Office, the Justice told the State Justice representatives that BNMP 2.0’s success depends on the support of the courts in cataloguing the information of provisional prisoners (pending trial) and those already convicted by the Justice system.

Cooperative concept

In her presentation, the Justice highlighted the democratic design of the BNMP 2.0 project. The tool was created and refined based on comments and suggestions of magistrates who deal directly with the trial of those accused of crimes and with the execution of sentences. "BNMP 2.0 was not created by computer technicians within the CNJ. It was built based on the contributions of those who work at the tip of the criminal justice," the Chief Justice said.

Judgement

The initiative to carry out a census of the prison population is an unfolding of one of the Supreme Court’s judgements. In the trial of the Claim of Non-Compliance with a Fundamental Precept (ADPF) 347, in August 2015, the Supreme Court directed the council to take action on the prison system’s crisis. "Until the end of the month, we will solve the problems that arise in the experiences of Roraima and Santa Catarina. So we will present not only a picture, but a film of the country’s prison conditions, because the database will be dynamic," he said.
