Brazilian Federal Supreme Court consolidates electronic process and terminates the Advanced Protocol in paper

From this Thursday (15), the Brazilian Federal Supreme Court (STF) terminates the activities of the Advanced Protocol, known as "drive-thru", in which interested parties could file documents without leaving their cars. The reason is that the service has fallen in disuse due to technological advances and the consolidation of electronic procedural systems. Currently, only 6% of  STF's cases are in paper.


The measure is part of one of the strategic axes of STF's Chief Justice, Dias Toffoli, for his management: administrative modernization and the promotion of technological innovation. Since taking office as president in September, 2018, Toffoli has emphasized the modernization of people management, infrastructure and new work tools.

Virtual trials, procedural communication through social networks, artificial intelligence programs, and cloud computing architecture are all part of this guideline, driven by the need for transformation. “Justice needs to be dynamic, cooperative and participatory, closer to the citizen and to social reality, more accessible, with new actors, new agendas, new networks and communication channels,” says Toffoli.

Resource Optimization

Created in 2006, the Advanced Protocol had the purpose to receive incidental petitions and physical proceedings withdrawn by lawyers or public entities without having to enter the STF building for this purpose. Thirteen years later, a survey showed that the current average utilization of the service is practically zero, that is, the drive-thru movement is less than one process or one petition per workday.

Based on these figures and considering the guidelines for improvements in the work processes in the Court units, the Administration reevaluated the need, the benefit to the external public and the opportunity cost of maintaining the Advanced Protocol services and decided for its termination, formalized in the Normative Instruction 240/2019. The measure also takes into account the search for the optimization of material and human resources.
