Justice Luís Roberto Barroso suspends determination to remove the Venezuelan diplomatic corps


Justice Luís Roberto Barroso suspended today the expulsion of officials from the Venezuelan Embassy in Brasilia and consulates in Belém, Boa Vista, Manaus, Rio de Janeiro and São Paulo. The compulsory removal of the Venezuelan diplomatic corps was determined by an act of the President of the Republic and the Minister of Foreign Affairs.

The Justice responded to a request of congressman Paulo Pimenta (PT-RS) and granted an injunction because he considered that there may have been violations of Brazilian constitutional norms, international human rights treaties and the Vienna Conventions on Diplomatic and Consular Relations.

The suspension is valid for 10 days and the Justice requested, during this period, that the President of the Republic and the Minister of Foreign Affairs provide information about the expulsion.

Justice Luis Roberto Barroso considered the decision urgent because of the Covid-19 pandemic recognized by the World Health Organization. For him, the immediate order to leave "violates minimal humanitarian reasons" because the members of the diplomatic corps "do not represent any imminent danger.

The decision recalls that on May 1, 2020, the Attorney General of the Republic recommended to the Minister of Foreign Affairs the suspension of the measure to avoid physical and psychological risks to those involved.
